For example, if you do a Google search on "Gwinnett County Incarceration Records", you will easily find the county maintained site that contains the basic information regarding people currently in the county jail.

You will also be successful in finding sex offenders living in Gwinnett County. Just do a search on "Gwinnett County Sex Offenders" and you'll find what you are looking for.

For other searches it is probably best to pay a small fee to a company that specializes in accessing government records.
