He must understand what steps he needs to take to implement to fulfill the requirements of the Sarbanes-Oxley Act specially what steps must be taken to ensure long term compliances. The most important part is that he must understand his responsibilities and what precautions he must take before signing off any document which contains any kind of financial information, which is a public document.
