Why Bother Appealing Against A Parking Ticket? 

While many amazing things happened in the 1990's, there are a few things that we would rather forget. One of these of course is the decriminalization of traffic tickets which sounds like a decent concept, but it has led to the city using parking tickets and other violations to receive funding. The public needs to be aware of what is happening here, and they need to know that they can appeal.
Some people arguably say that parking tickets are issued since the days of decriminilization just because the local officials were interested more in the collection of parking fines to in turn collect the increased revenues from it. This correlates with the year on year increase of parking ticket issue.
There are several reasons for the increase in people not wanting to pay their parking fine; the main one being the cost. It is not surprising when you see that the cost has risen to over 120 pounds for some motorists!
A good option to opt for if one genuinely thinks he was charged unfair parking fine, then he can surely apply for a parking ticket. In this case around 50% of the appealers win their appeals. A relatively new phenomenon is private parking tickets. You get a ticket in a similar fashion to what a traffic warden gives you. The ticket looks very similar to normal parking tickets. It will say something like "Parking Charge Notice pay within 14 days for a reduced rate. Non payment will result in us contacting the D.V.L.A. for your details."
Such tickets are not legally binding by any stretch of the imagination. You cannot appeal these tickets, and it is best to avoid contacting such companies. They will simply threaten you until you agree to pay, but they are reduced to such threats because they know they cannot legally force you to pay.
To make this point clear one such instance is describes for a company called Euro car parks where there has been never taken any drivers to court till date and has issued parking tickets to all of them. Taking a person to court proves him as registered keeper (when you enter their car park you enter in to a contract). That is clearly to say they would need to prove that it is in fact who was driving the car while the fees was being charged. Thus if also they prove you of driving the car during that hour they would be entitled to be the amount you should of paid e.g. 2 pounds for an hours extra parking.
The moral here is to avoid paying such tickets even in the face of threatening letters. If you ignore such letters the company will cease to send them, though you do have the option of suing for harassment if it goes too far. That being said, don't make a payment on any ticket without checking with the Council.
